I'd say zeco is an exception, and not a new rule. He created Battleship Girl long before KanColle existed, and some people think Tanaka was inspired to make KC from it. Also, I think they would be the most open to accept an artist from a country that also dislikes mainland China, and probably won't ever get an artist from "big" China. Good God, some of his really old art shows Xin Yang (ex-Hatsuume) shooting at pandas that represent mainland Chinese forces
