I think it really depends on how Rumia manipulates darkness and whether she manipulates only light in the visible light spectrum or all light and disperses it around herself whenever she manipulates darkness or if she's a sort of energy vampire and literally consumes all light energy around her which creates the bubble of darkness that she is famous for. I think if Rumia is capable of manipulating all light, including infrared, she'd effectively be a gaping black spot in NVDs and thermal imagers, since both use infrared light to form pictures. If there is no light in a region from which infrared light is being reflected from, she'd still stick out in the dark. Also, pure darkness (see vantablack, pic related) makes black look gray in comparison, so if you placed Rumia in a dark room, she'd stick out since she'd be darker than the surrounding darkness. If Rumia herself were to use NVDs, I think they'd be immediately useless to her since the goggles wouldn't able to pick up any light because of the darkness surrounding her, assuming there's literally no light whatsoever within her bubble. Thermal imagers would also fail to work because those also use infrared light to form images.
