Now you're just being silly, and setting up a strawman in the actual and strict definition of the term.

In all honestly, Shikieiki's position demands a certain level of personal power; she must be capable and willing of judging all those who die fairly and equally without remorse. She clearly has a conscience, though, because in her free time she visits Gensoukyou to let sinners know ahead of time that they're still able to change their ways and escape hell. She genuinely wants people to be good and go to heaven, and accrue good karma, but is willing to punish sinners as they deserve and according to their crimes; no more, and no less.
