According to the BD episode list on the higurashi anime site, we can assume that the 24 episodes will be divided into 5 arcs with the following episode counts: 4-4-5-4-7.

Here's something interesting though: the date for the Umineko switch release (1/28) coincides with the same day in which a new Higurashi episode comes out. This episode (episode 17) will be at the end of the fourth arc.

Here's my theory: Featherine (or any Umineko tie-in) will be introduced in Episode 17 to coincide with the Umineko switch release. There is absolutely no way they would pass up this opportunity, it's the perfect marketing strategy. It being revealed at the end of the fourth arc also assumes that Featherine will be introduced as some kind of big reveal.
