This is not true, the 10 minute-thing was added in 1.66 but amended in 1.67 and changed to depend on the in-game month.

The rare loot trigger was added in E+ 1.66 and expanded in 1.67/1.68. It's like a switch that improves rare item drop rate and turns on the first new month when playing the game, and turned off whenever the game is loaded abnormally (so if you close the game via menu and load normally it is still on). When on, special equipment and artifact drops that have a 1/100 or less chance of getting generated now have 5-20 times the rate of getting generated. It also affects living weapons, well wishes, gamble chests, evo-items, and little sister life/mana increase chance.

Because this was not in the game before, this was a major change. Players who hadn't found living weapons in years of play were suddenly finding them, and drowning in happy beds. It made scumming tactics for rare loot unnecessary as your chances are best when not doing it.
