You say that you can't make friends even if you share a hobby with someone, but that's a really good place to start!

I know covid is a thing in most places right now so it definitely isn't an easy time to do it IRL

But if you enjoy drawing or rock climbing or whatever, why not join a group for that and do your best to engage with people?

You can even try volunteering for some cause that you're interested in like at a food bank

Smaller groups would probably work better but usually when making friends there's a lot of non-verbal communication

People notice these things and it will either attract or defer them
So maybe try different crowds until you start attracting them?
