I think that's how the Yuyukofag wrote her parts for what little involvement she had with her incense swap charade. There were some lines I interpreted as her having an understanding on what Yukari was doing when Youmu came back with info and she made the connections and went there with intention to 'ease the suffering' so to speak; and that did have a somewhat intended effect with Yuuka making up with Anon and joining the Jobsquad.
Also there might be an implication that Ran knew what Yuyuko was getting after and knows the incense is mostly negated, which makes the Aya pill thing even funnier. Yukari's autism is too powerful, it's probably why the most she did was light sabotage since that's as far as she could push it without overtly opposing her.
Though I don't think Yuyuko came to the conclusion that Yukari wanted to be pregnant, just that there was something more to her actions' motivations. If she had the context information like Ran I think she'd figure it out quick. As it is all she has for information gathering is Youmu, and the HSE is the worst match-up possible and Yuyuko knows that, so it could be that she opted to, as you said, let Yukari play out her drama and pop in at the climax to make sure the absolute worst doesn't happen. Not an enviable position.
