Hecatia is higher up the chain than Shiki Eiki and has shown she is pretty wise as well despite appearances. Even Shiki Eiki had a fairly good opinion of Hecatia.

This is actually correct up until AFiEU which is the actual first time she does tell blatant lies.

For all the jokes about Aya being a liar she really isn't and Yukari herself pointed it out at some point way back in BAiJR.

The problem is Aya's arrogance which is a pretty Tengu like trait. She believes only in her one truth the one she herself sees with her own eyes. Issue is when she only sees a very small part of the grander picture. So she becomes a liar through omission and bias, but it's not intentional.

I reckon you are misinterpreting Sanae's words.

The way she speaks of Kanako/Suwako comes off more as like when a overconfident child feels they have worked hard enough and are ready. Then says they want to take over the family business from their parents and run it their stead.

It's not some grimderp betrayal plot the fact alone she reveres Kanako makes it obvious. Furthermore it's just Sanae's established

For all the shit flung around it's pretty obvious Hatate does actually like Aya in some capacity if you read their DS dialogue after they fight. Plus she does help Aya out at the end of HSiFS too.
