How do Holos and fanart work, do they pay people to use their art for things like thumbnails or is there an implied agreement that if you draw fanart of a Holo and tweet it with her art tag, she can use it if she wants as long as she gives you credit?

What about this little portrait frame that Towa has been using for the scrims, clearly this has been drawn for a specific occasion. Would something like this be a commissioned piece or does Towa just have very dedicated fans?
