dream versions of a person are their unfiltered, raw selves. Dream Tenshi's the one who really understands that she was rejected by her family and thrown out of Heaven and that she might never return, and she has few friends in Gensokyo as well (though, she became friends with Shion soon after this, so that's something)
this speech is essentially just her raging against the unfairness of it all, and saying how she'd make everything so much better (if totally idealistic and impossible)
But of course, what she's most angry about is getting aged down from a late teen to a prepubescent brat
