Brazil's problem is that instead of being a small island like the UK, we are one of the biggest countries in the world and there are a dozen other countries at our borders. It's virtually impossible to have effective border control around here. A criminal can drive to Paraguay, buy a machine gun and drive back without even seeing a police officer. He can even walk, since there aren't any walls of fences at the border.

We have all types of criminals around here. Recently, near where I live, there's been a serial killer on the run. Already killed a bunch of people who had no way to defend themselves, and the two farmers who had, both missed their shots because ammo is extremely expensive and there aren't any ranges nearby to train. And a couple of years ago, there were some teenagers that shot up a school. They bought their guns illegally from a dealer. They weren't all that white, and I'm not sure if they were having a bad day, but they did just like the Americans.
Lastly, if someone really wants to kill as many people as possible, they'll use explosives, just like the guy who set fire on the Kyoani building or the London bombings.
