I have always been in favor of combining hardcore horror with touhou characters.

Touhouverse, examined at face value and taken to its logical conclusion, is dark as fuck. It's just that the cheerful attitude of the residents and the cartoony colourful art style invites you to not think too much about it.

Canonically I would go with Keine. One of the very few touhoes without an evil bone in her body.

Keine: Retroactively omnipotent (can change history into whatever she wants, affects the present and future that way).
Remilia: Eventually omnipotent (can change the future into what she wants).
Yukari: Omnipotent as long as she can figure out a border that represents what she wants to affect.
Yakari: A little indian.
Moonbitch Uno: Omnipotent through sheer overwhelming power (combined powers of every Shinto god).
Suika: Not omnipotent per se, but can affect everything in the universe.
Kaguya, Mokou, probably Eirin, possibly Letty: Can just wait until everybody else dies and they'll have the whole universe just for themselves.

Because she is noble and kind and wise and has the coolest power.
