As >>23322723 said a chunk of near-debut pairings are planned, most infamous ones being the ojou and the dlsite-creator whose specific pairing name I can't recall, Usachanclub or Manjigumi, but there's more than you'd think that were just natural. Pekomiko was natural, Dohima and later by extension Dokuzuhonsha, OTN if that counts, Kanafairys because they definitely count, Sharumary, so on and so forth. Then there's those that are 'planned' (because really we'll never know, even if these people split/rarely collab later on, that doesn't mean it was a totally forced pairing like Marine and Rushia but things just went south/fell out of touch) that kick off anyways, like OkaKoro, PPTrio, SMC and Tulips because both of those boys are girls as far as I'm concerned, Kemt so on and so forth. For some of these people who aren't active recently, they're probably interacting behind the scenes, or just don't want to spend all their time with one person. Or maybe they just fucking hate eachother and Kanae secretly fucked Akabane which is why Hero retired, we'll never know and can only joke about it. Then you've got pairings that don't actually get the time of day to shine because their companies are shitbags, also known as the Idolbu, upd8, ENTUM, and technically the original grass-eater plus Moon Studios sections, but you all already know why.

You've gotta remember though that a lot, and I do mean a lot of these people are waiting for weeks, months, and in the case of anons beautiful baby boy over an entire fucking year before they debut. They don't just pass the audition and go home with their thumbs up their asses until they debut, they still go to the offices and make relationships even before they become vtubers in full. Lotta planned debut pairings aren't as "planned" as you think with Sanbaka basically being the epitome of this.
