Well, there are lots of ways to follow the members. I'm assuming you mean outside of watching stages, concerts, and TV shows. The most prevalent way of following them is through Google+. The majority of members have and use G+, the newest generation of each group still don't have it though.

You can find translations for some girls' G+ on tumblr or other websites, or even checking their thread on Stage48.

As for twitter, someone posted a list of every girl's twitter a while ago, but I didn't save it. Some members use it, some don't.

And what do you want to know exactly about the election? You can find information about the rankings of previous years on Wiki48. If you're talking about how to vote, voting hasn't opened yet, it'll open when the new single is released.
