It was supposed to be a little bit of both, imo. She was transferred to the youngest, the most unknown sister group at that time and many saw it as an exile and cheered for her to slowly fade away in terms of population and spotlight. But aki-p also said she should acted as some kind of leader because she would be the oldest one there, pretty much like mariko in akb back then. In any way, sasshi's transfer was basically aki-p to increase hkt popularity faster. Sasshi was more like a catalyst for hkt's popularity. I think without sasshi, hkt would still be popular but it might take a longer time. She just made it faster by giving hkt more chance for spotlights. I admit if it wasn't for sasshi, i wouldn't look into hkt back then.
