Who's in charge of this orphanage handing out free children like fucking candy to single monsters?

In real life, almost no single person would be able to get an adopted kid, much less a man. I don't see how monsters would be able to get little boys unless the whole system is corrupted to the brim by DE and controlled by monsters.
