Hi friend, just saw your post and I thought I would contribute my 2 cents.

Ran is a pretty straightforward character. She is an attacker with some party utility. As mentioned in a previous poster's reply she self buffs with the Yang Atk Up effect pretty effectively. Yang Atk Up is applied multiplicatively meaning that once you reach a certain stage you start experiencing diminishing returns. By raising her base Yang stat you are able to make the most effective use of that buff.

How you slot her is going to be entirely dependent on the purpose you intend to use her.
If you are going to use her to auto-farm than the best you can do with the current global meta is to slot in Lively Temple Grounds into all of her Spell Cards and Valued Tools of the Trade into her Last Word. As Ran's Last Word is an Only Yang attack and it does not benefit from any other stat LTG provides the highest level of Yang stat on all currently released story cards. You don't need to worry about MLBing them at this point as with the base card you are still able to enhance the card to 60% of its maximum possible stats, and you likely do not have enough tiles available to completely upgrade it even if you did happen to have 20 copies of the card lying around. Alternatives for LTG are the cards Standing Behind You, Flying Mysterious Shrine Maiden, and Drunkard Territory as they all provide decent Yang stat
Ran's LW has a 75% hit rate across the board so, baring any especially egregious enemy Eva buffing, the three stacks of Acc provided by VtoT should guarantee 100% hit rate on all bullets in her LW's barrage.

If you are intending to utilize Ran in a controlled manner for content outside of the tower it is important to focus on the buff provided by her first and third Spell Card, Shikigami: Chen Chen provides a partywide buff of 3 turns of 2 levels of Acc, with a 20% chance of an additional 3rd level. In most cases 2 levels of Acc is enough to guarantee 100% hit rate against an enemy. Not only does this free up Ran's SC and LW to slot in more offensively minded story cards, it also frees up her party members unless they happen to have especially abysmal hit rates, such as Flan. With a proper timing one can maximize the effects of her skills and spells cards to unleash a particularly devastating attack in conjunction with her party. Making use of Ran's skills Work of a Nine-Tailed Kitsune (Yang Atk Up 3 levels for 3 turns) and Shikigami Service (Yang Atk Up 3 levels 1 turn) and the inate ability of Chen you would aim for a three turn mission in which you use the first two turns to raise the party's Acc to it's maximum potential before before unleashing an all out attack by your entire party. By turn three all of your party will have four levels of Acc and you will be be ensured that all your attacks hit. To ensure that you are able to unleash a full boosted LW you will want to slot any Spirit Power Up card into Chen. Ideally you would aim to slot in The Witch of Scarlet Dreams as it provides an 82 Yang stat bonus at MLB +10 as well as a full 2.00 worth of Spirit Power. However you more than likely don't have that so It's Spring and Midnight Tea will both work, although It's Spring is to be favored as it possesses the highest Yang stat of the two.
For Ran's other Spell Card Shikigami: Protection of Zenki and Goki you will wish to use Lively Temple Grounds or one of the alternatives mentioned previously.
For Ran's Last Word I prefer to use Keystone for the 30% Earth Power up. While Yin and Yang buffs are applied multiplicatively, elemental, type, and killer buffs are applied additively. As the Earth element is active in the four strongest of the six bullets in the barrage it is the most effective constituent to buff for maximized damage. While Heavy type is also present on those same bullets, the maximum buff available for Heavy in global at the moment is 20%. If you do not have an MLBed Keystone either MLB Voice of an Echo (Earth Up 20%) or MLB Scarlet Win, White Win (Heavy Up 20%) will outclass an unMLBed Keystone. As neither of these cards have the Yang stat you may choose as you wish.
While it is tempting to consider building towards a focus on Ran's third skill Youkai Power Focus and it's Crit Acc buff, I have not met anything I could not burn down following the above mentioned build.

As for the tower I have not played it yet, so I can make no judgement and will offer no advice as I suspect it will be entirely dependent upon team composition and will feature much more extreme enemies than previously encountered which may cause me to revise my current set up.

Finished about 20 inarizushi at a all you can eat sushi place last night. Felt like chanta's Ran the whole day after.
