>What's the story on Rumia?
There isn't much of a canon story to tell. She's a weak(ish) yokai that wanders about Gensokyo with no aims, goals, or apparent cares. She attacks humans that have the misfortune to encounter her, but she can't be bothered to actively hunt humans. She uses her powers mostly to shield herself from the sun, which she finds insufferable. It's possible that she associates with Wriggle, Mystia, and Cirno. Regrettably, ZUN seems to have largely abandoned her.

>How exactly does her power work?
Her sphere of darkness works to either extinguish or "suppress" all forms of light. Apparently, even artificial sources of light (such as candles or flashlights) cannot be seen within it. Most drawings of this sphere depict it as having a diameter of roughly 4-5 feet. Rumia's darkness ability is powerful enough that she cannot see from within the sphere, but not powerful enough that everything within the sphere is pitch black - some light can still break through her powers. If needed, she is able to let in more light than she finds comfortable, as she had to do in order to read Aya's article about her. Her darkness ability does not work on the night of the full moon.

It should be noted that since her sphere casts no shadow, photons still pass through the sphere. One could guess that light is "suppressed" by Rumia's ability while it passes through the sphere.

>What's her personality?
She has few cares and is content to wander freely. She recognizes that her existence as a yokai is paired with a duty to attack humans, but she doesn't actively hunt them or bear humanity any particular ill-will.

Either she has the mentality of a young child or an enlightened sage.
