Eiki has more than enough going on in canon that she doesn't need Hecatia nonsensically inserted as her superior. She's already dealing with lazy and/or birdbrained subordinates, shitty neighboring realms starting trouble, lousy oni starting fights instead of doing their job...
Hell's a really busy place in Touhou canon, even if it's kinda treated like a footnote most of the time. There's no need to make Hecatia act out-of-character and integrate her into an existing structure when there's much more potential for interesting conflicts and character interactions the way things are already.
