Because it does not lend itself well into English syntax without the end result being jarring. Japanese authors tend to employ "ruby text" via furigana in their works to give certain words double entendre. And they do it with relative frequency. It would be extremely grating to see overlapping words every handful of sentences in English. So it makes more sense to straight up use the ruby text itself as the basis of the translation as that is literally how it's supposed to be "read" despite the kanji.
