I always figured that Seija was just a local youkai living in Gensokyo and that Shinmyoumaru was one of the inchlings living on the surface of Gensokyo. If anything, wouldn't Shimmy have been from Old Hell? The move from New Hell seems fairly recent and regardless, Shinmyoumaru appears to see herself as a resident of Gensokyo than of (Old) Hell.

The oni do live in New Hell now, according to Shiki. Considering that Shiki also said that Hell isn't the most hospitable place for fairies, the Inchlings that do live there must have it really bad. Shimmy should take her anger out on the oni of Hell, if anything. Despite being evil, I don't think Seija would've fit in well with Hell, considering it's a place of punishment and if the norm is to punish sinners, Seija would actively be trying to free them and trying to alleviate their pain and suffering then, wouldn't you agree?
