i do the face, but i tend to leave the top and upper back unpowdered to grip the wig cap better

most wigs have hooks on the inside for adjustment, hook the loops and it should fit more snug. If the wig has a dark net, a neutral cap may help if it stains.

powdering first can help with clothes, but just keep in mind the powder will probably go everywhere, so it tends to get all over dark clothes.
fingers are always painful, typically keep them somewhat cupped together unless your doing poses.

Many wigs will come with a wig cap, but some of the cheapest ones dont. A wig cap isnt absolutely needed on a doll since they dont have hair to surpress to begin with(which is what a wigcap helps do among other things).

For a doll, make sure the top of the head isnt powdered to help get the wig to stay put if you have issues, otherwise usually you can get it to stay just by adjusting the resize hooks in the wig(using the little loops) to an appropriate size so it just slightly stretches over the head.
