I remember hearing the guys from Innogrey and Liarsoft say that male eroge seiyuu are a lot more expensive to hire than female ones, so that explains it too. That's why Liar's earlier games went the partial voice route: they only had so much money for voice actors, but they decided to only voice certain (mostly pivotal) scenes instead of give all the male characters no voices. I think that was a good move personally, although I'm really happy that Steampunk Full Voice eventually came out.
