They were young and had an awkward first love where they only got to see each other a few times a year at most. I don't see anything strange or "bad" in Battler either forgetting about his promise, or not knowing how to write a letter to the girl he had a crush on after not seeing her for so long. I'm sure first loves start and end everyday all around the word, it seems quite natural to me that the relationship wouldn't last even if Battler didn't leave the family, despite what's shown in Last Note.
