Actually, I guess I'll come off it now. My actual answer is that humans do not have actual sexual needs, even if we possess sexual desire, and it's actually a rather simple matter to just...not address desires, until they mostly don't concern you. Humans don't go into heat, we don't flip out at any time in our lives due to a burning need for sexual satisfaction. There are two reasons the human characters (not villages) of Gensokyo don't entertain anything sexual: one is that their creator doesn't bother. ZUN has children and has made characters who were married/have children, but Touhou has no actual need for romance so it just never comes up. The second is that the characters genuinely aren't compelled toward anything like that. Neither of them seem concerned with having a family, and although they recognize romance (one of FS's arcs has Reimu and Marisa stumble onto "a pair of lovers" and seem embarrassed), they clearly don't seek it out or seek out lustful pleasures. They don't even have to masturbate, as nobody really NEEDS to, you mainly do that sort of thing for pleasure.

If you'd like to think Reimu, Marisa, and Sanae masturbate that's fine. I don't really see why not, though I can't imagine either of them doing that sort of thing mainly because they're so weird. Reimu is always just relaxing lazily when she's not "working", and Marisa is either thieving, studying, or experimenting when she's not hanging out with Reimu or solving incidents.. Sakuya seems so caught up with her mistress I can't imagine her ever frustrated, or if anything she might wanna fug Remi. Maybe they're fugging. Youmu, who is half-human, probably doesn't masturbate. Not because she's half-inhuman, but because she's a dork who probably doesn't know what masturbation is. She comes from a lineage of half-phantoms, though, so I'm sure she has a vague concept of sex.

I'm sure Kosuzu masturbates. If she doesn't become a youkai or die she'll probably have children. Akyuu probably doesn't, because she's always worried about how she's going to die again soon.
