The point is to cripple the enemy before they can do anything. And their high evasion helps with enduring the leftovers. The era of CLT is here again.
Don't know what exactly are you expecting from the equip. It's 2x46 yamato plane type32 radar, 2x15.5 and hyouteki on all CLT, enough green for AS, Tomonaga/Egusa/RSkai and a saiun.
