I want to say he's going to stop making games at all.

It's a plot to slowly kill Touhou as a series.

Or he will make games aimed at a western audience and sell them internationally (so he drops the "Touhou") what people always wanted without a reason. They will be similar to Final Fantasy XIII, just with ZUN art.
