My idea of 2hu Fortress is more of using the same color theme to make a team than similiar traits between TF2 and Touhou, and I pick blue because it's easier since there's a lot of blue 2hus and Nitori and Sakuya are too fitting as Engi and Spy to miss out.
I could even pick 2hus that strictly has mostly blue color scheme and shades of white/black.

Soldier : Seiran (because she's dumb, paranoid, and basically lunarian's foot soldier. She can use moon rabbit's helmet too)
Scout: Cirno (stupid and childish, and I guess she's rather fast in games)
Heavy: Letty (big and something about winter/russia)
Demoman: Kogasa (one-eyed and spooky)
Engineer: Nitori
Pyro: Futo (pyromaniac)
Sniper: Megumu (telescope and more preserved member)
Medic: Seiga (evil "doctor" that mess around with bodies)
Spy: Sakuya (knives, watch and elegance)

I see no other alternatives, and I won't have to change their color like with Aya or Eirin.
It's perfect.
