Going against Makihisa's wish to bring back Shiki when she is in a position of authority isn't chaotic because its her authority. Lawful vs. chaotic ultimately comes down to adherence to principles regardless of where they come from, and since childhood she's always done exactly what she was supposed to. She follows all of her own rules to the letter and strictly exacts that authority (as far as she is aware). It's also debatable if she's even good considering her values revolve around Shiki and treats allcapsbro and the maids like shit if they interfere with that.
If we're operating on the assumption it's based on nature as with Vlov, Kohaku is also good as seen in her dedication to protect her sister and her sincerity once she gets over her baggage. Kohaku spits in the face of rules all the time, usually just to be helpful, at that.
Satsuki is just naturally kind and helpful to those around her. If we're calling Vlov good, succumbing to vampiric impulses can't be counted against her. Furthermore, she becomes an ally of justice in spite of them if she survives.
And Mio is the best good samaritan in the setting. Literally every scene she appears in except Arc's date all she does is help random strangers regardless of who they are or what deeds they commit because they're there, and half of the time in a matter of life and death for them, never once leaving a trace. Even Ciel does it out of personal satisfaction, not as a natural behavior, and is strictly informed rather than seen aside from that one time. A true secret ally of justice who will co-found the Neo-Back Alley Alliance.

Even as a vampire, it's not like he massacres people because he wants to, it's just essential to his existence which he kind of got forced into. Aside from being a walking calamity, he's still a very sweet guy when he's sane.
