I figure Shogg 'maids' only took that form after watching Kiki Maidos get an Anon Mashtah.
They were built to serve the Old Ones in tMoM in Antarctica, but that service would have been in some unknowable type and shapes. Later they learnt to mimic the penguins as that was all that was left.
So while they may still inherently seek new Masters to serve, it was only after seeing Kikis in action that they learnt how to form themselves into a modern maido uniform and try to serve Anon Mashtahs.
