Poseidon controls a majority of the ocean, but KC has mentioned that there are areas controlled by gods still loyal to the Chief God. These are considered safer from attacks by monsters since they don't have Poseidon backing up their efforts, but at the same time storms and drownings there are as lethal as they are in the real world so its not that even a trade off.

The safest way to travel the sea is to go through Poseidon controlled areas and have some sea monsters aboard. Their presence deters monster attacks (as their scent gives the impression men aboard are claimed), and their superior knowledge of the sea makes for easy navigating.
