This might sound horrible but when I see wallpapers in these kinda resolutions I can only think that they were made for third world countries.

Anything less than 1920x1080 is a no go, but when you're using 4:3 I'm pretty sure you're making wallpapers for people who use CRT monitors which makes me think your target audience is really fucking poor. The only time I've seen CRT's used as computer monitors in the last 10 years has been in documentaries set in 3rd world countries.
