She wasn't. She had a good gimmick for a few episodes when they made fun of her trumpet "skills", and even though she was shy and uninteresting she was self aware and completely open to taking jabs. When the staff handed out a form asking the girls what they thought their chara was, she wrote "debu".
She was trying, and I love her, but she was always terrible.

Rika on the other hand was always unfunny uninteresting trash, and on purpose. She decided to pretend to be shy and say fucking nothing and someone on the staff thought this was exactly what keyakizaka needed.

Some other girls had potential, but they all turned into Rika eventually. The staff certainly had a hand on how awful at variety they became.
