Mei Keiichi in chapter 3 of the main plot also remembered all arcs from the OG Higurashi (fanart based on the scene).

But, yeah, the closest thing in the main plot is Minagoroshi Keiichi. He starts remembering and describing late Tatari scene by scene at some point, but also mentions small parts of other arcs throughout the story, like the Ohagi bit from Onikakushi.

This fanart is based on a story scene from the newest Mei chapter (Rika noticing Keiichi remembers the OG Higurashi worlds while he was eating ohagi).
