I think it's more the "youkai in the village and doing shit", which is really quite rare.

Don't do that. Also it may be worth noting that she was only referred to as Shuten-douji in her title card, and cards are... something. Iffy, at times, and not necessarily literal. She's been called Ibuki-douji before. Her constellation (named and "made" by Yukari (it's just Orion)) is named the Ibuki-douji constellation.

That's not it. She can but she wouldn't bother. She's an oni, she's honest, and she's obvious. Mamizou is old and powerful and gets through the village regularly without notice. Yuuka also visits and isn't noticed as strange until she smiles.
