Drawing actually perfect circles is difficult and is almost a useless skill. It's what nonartists think of as a basic art skill. "Wow I can't even draw a circle/straight line!" No shit, it's not easy.
Learn to draw SOMETHING instead. An object, animal, a person, anything real. Organic forms are rarely made up of perfect circles, and for rectangular volumes, there's rulers. Circles really only become a problem for things like wheels. You trying to draw cars OP?

Experiment with changing your grip for starters. Holding your tool in different ways can get a wide variety of results, you want to experiment and research how to use your tools to begin drawing.
The next part is literally to draw lines, squares, and circles a fuckton. Fill up sketchbook pages. This is good for days when you're physically and creatively spent, and just to watch a anime. Just have your sketchbook in your lap and do it for long stints.

I don't see what it has to do with circles, but maybe Scott Robertson is just a little biased on the topic. Even IF you are drawing cars, maybe hold off on the circle autism awhile and draw, you know, cars. That'll push you much further than trying create the ultimate circle.

squares and basic lines are much easier to learn than a circle. I've been doing the drawabox course and my lines and squares/boxes have improved MASSIVELY. My circles still suck tho

Architect/room planning stencils are great if you want to be precise. Mr Pen is the brand I have, got it on Amazon.

I use them for planning out comic panels amd figuring out perspective.

Anyone who needs to draw a perfectly accurate shape (protip: unless you're preparing a technical drawing of some kind, you don't) uses a stencil or some other mechanical aid and this has been the case for literally thousands of years at this point; the fucking ancient Romans drafted their technical plans with compasses, squares, rulers and geometric templates using metal dip pens and india ink.
