They're essentially not allowed to draw anything with a "soul". The logic behind it is the same as the logic behind any religious dogma really, because god said so. This rule is one of the reasons why they developed such a unique style of art and architecture. Basically put all their points into patterns, symbols, flourishes, calligraphy, etc. Also a lot of muslims don't really follow that rule and it comes down to the rigidity of the society they're brought up in. Most modern day muslims don't really have an issue with drawing people or animals. Indonesia for example, has the largest muslim population in the world and a lot of them draw weeb shit and actually work as animators in the anime industry with no societal repercussions. For a more historical example, look at the Mughal empire. They were also muslim but they brought together artistic influences from Europe, China and the Persians to form their own style of miniature painting. So although it is real rule and it has greatly influenced the direction and evolution of Islamic art towards abstraction, it isn't something most Islamic societies are that strict about and many muslims either ignore it or don't even know about it.
