What are the best places to learn very rendered styles like this, with dozens of layers, and effects? Are sakimichan's tuts any good? I've mainly seen her doing anatomy tuts and I don't want that.

You can paint something like this with like 3 layers realistically. Flat, rendering, and a filter usually color adjustment.

1. Learn basic digital painting via ctrl-paint, sinix, marco bucci, etc. Pick something.

2. Then find a pic you like and do a study of it.

3.Then do an original piece in the style you just studied (keep some pics in that style open on the side for ref). Think about what you did differently and how you could make it better next time.

Repeat steps 2 and 3 until you die.

Her hips are just as impossible, as well as her legs, but it's coom art, it's usually shit. Just color pick and study the how the hue/value/saturation moves over shadows, MIDTONE, and light. And pay attention where shadow edges are blurred versus hard edges. It's not rocket science.
