It's a couple of things you have wrong that is attributing to the effect.

Its mainly about proportions. The right thigh needs to be thicker and taller, and the angle of the lower leg doesn't really work. She looks a bit anorexic in your image

I can tell you're spending a fair amount of time on these, because you're giving yourself time to chicken scratch and be indecisive with your lines. Your measurements are off, too.

I don't think I can give you any advice to fix these drawings, so I won't try.

My rec:

Draw 100 faces. One minute each. Use pixelovely or some other tool. Don't chicken scratch, use long fluid lines.

You'll probably not be able to finish the first 25 and hate the first 50, but you will improve.

If you do this, come back and post results.

I've attached what I would do (this is just a rough, quick edit). A few notes:

+As others have mentioned, her left eye (our right) is absolutely borked. Eyes are tough to draw at this angle - the eye would probably look more like what I've drawn here.

+The placement of the ear is, (as other anon said) currently at the back of her neck, which looks odd. Consider erasing it and redrawing it in this general area. The neck is a little girth as well - consider taking the whole thing in a notch.

+I selected the entire hair+bow and moved it down a bit. It looks like the whole mass is a little high.

+Her body looks odd. Consider simplifying the shape. It's sort of unclear what pose she's supposed to be in. Arms out in front? If so, make it a little clearer.

+Mouth was a little too small. Looked like she was making a puckered 'kissy' face.

+A simple rimlight could really help describe the forms of her face. I find rimlights work nicely on portraits with such bright yet super simple backgrounds.

+The previous minty BG color is fine, but I think you could just make it a nice light blue - make the color scheme look more unified.

+The bow is really well done and I like the texture of the hair!

+All of my criticisms came from just flipping the canvas horizontally. Remember to do that often, especially when drawing portraits. These things will jump out like a sore thumb.

All right, I'm not having a good time with this. I don't understand lineart, and it's not the "I can grok it if I watch some tutorials" type of not-understanding, I feel like I'm missing something basic here. Artists I follow have very crisp lines that start and taper neatly, even at their beginner stages, but I can't seem to get these no matter which brush and stabilizer I try. Curves are completely impossible, I've just about given up on breasts.

Is this a software issue, do I need SAI or Photoshop rather than Krita? Or does it have to do with practice, and if so, what exercises should I do to fix it? I don't know how to draw clothes/accessories, so everything I draw has few lines and little variance in line thickness. Maybe this is why things look off if I can't get body contours exactly right, and I can distract the eye if I added clothes. Would studying that help?

Once I get lineart right on this, I plan to follow some of Hyanna Natsu's videos to try my hand at proper rendering. I also need to look into the 'contours of the female body' book on panda.

Draw organic shapes to build your line confidence. Things like shapes and tubes and curves feel organic when they feel soft and tridimensional, that's your goal. A side effect is also gaining confidence in your lines and being able to do let's say an entire breast contour in one line.
Don't remember the tutorial guy's name but he's one of the spammed memes from here, someone will point you in the right direction, but basically what you need to do is draw a contour of a weird shape you imagine and give it equatorial lines to give it a parent volume. Only shapes, nothing fancy like body parts.
At least for me it was the best way to loose chicken scratching, though on digital without seeing what I draw it's upped on the difficulty.
Also if you put too much stabilisation it'll give you bad habits.

I'm hitting the art gym hard. Head anatomy and Barque drawing course. What I'm doing with Barque is maybe different though. I try to do the deconstruction myself and then compare it to the professional deconstruction and see what I can learn. Because these guys are awesome at deconstructing the form into simple planes which is what I want to learn. There's so much wisdom in these simple drawings I feel myself leveling up every minute.

It is not a software issue, it doesn't matter if you do lines on a screen or using a pencil.

To understand lineart think about it like this
"Lines are present where there is a visible hard edge between two values"
Usually these appear as contour lines around objects. Now obviously real life objects do not have lines around them only sudden changes in value. You could also think of it where there is a sharp turn in the form if you want "feel the form memes." It could also be imagined where there is a lot of ambient occlusion since light does not fit there so there will be a change in values.

The standard advice is you make your lines thicker on surfaces that are covered in more shadow. Just follow the light and shadow based on your light source.

take your time to accurately copy your reference if you're already studying it, there is absolutely no reason to go in and draw individual strands of hair when the actual structure beneath it doesn't look right

you're symbol drawing instead of drawing what you see. That's not how eyes look like on a human being, and they're not placed like that except if you have a skull deformity

she's got no jaw on the left side of her face, her left eye is somehow on top of her ear, the right half/back of her neck is missing, her left index finger isn't attached, her left arm has two elbows or is too long, and so on.

as far as where to start. since it's weebshit a lot of things are forgiveable if you have a cute head, so start by working on that.
hitokaku index/nakamura seichi books(pic related) might be a good start for you for workable animu heads. there's a mega in the /asg/ OP that has them

try first blocking out her general face shapes and getting the angles right: notice for example how she doesn't have a straight line from her far cheek to her chin, but it goes down to her jaw, then slightly changes course towards her chin

use a centreline that goes from the top of her forehead down the nose over the mouth to the chin, and gauge how far off you're putting features

don't be afraid to put it in photoshop or any random program with layers, put a 50% opacity grey over her, and use a line tool on a top layer to trace the angles and shapes after you've drawn your ref for the first time
it'll help you see with your hands where you went wrong

Not as good because the geometry is filtered through a camera lens, but they're free, so whatever.

If you're not ultimate sperg or a creep just go out in a public place (.... after the plague passes) and sketch people, you get the benefit of drawing from life with none of the cost.

College campuses are wonderful for this.
