You could try searching twitter with the phrase "art commissions open"
Or even somewhere like Etsy. They have a decent level of quality and there lots of cute animal and character artists on there.

And 300 isn't that bad desu, you could get art of that level especially from eastern european artists that have lower prices
Drop some contact info here, maybe make a discord specifically for this so that you don't get doxed or something so people can contact you from here
Additionally I suggest you look through artstation and other resources, find an artist you like and directly contact them
