Well it is a Japanese thing as the stylization appeard in traditional Japanese painting a very long time ago. Other artists have just borrowed it since. Or do you think that Egyptian styled flat characters carved in the walls of their monuments aren’t Egyptian as some tumblr artist has imitated the style on his furry fan art?

I don't know the answer to OP's question, did a little digging but couldn't find anything. A lot of those symbols/patterns/motifs are anywhere from 3 to 8 hundred years old or more. I have a souvenir from Kyoto that has the same clouds and you see them on old Ukiyo-e wood block prints. I think they're nice looking, wish I knew more. While I was looking around I did happen to find this
