Before the ipad I had an intuos pro, and though I had actually gotten quite good at using it I often found myself not wanting to draw digitally as it still lacked the connect for me that drawing on paper has. I have used a cintiq before, and I love them, but I cant afford one both price wise (as I'd also need a better computer) and I'm waiting until I move cross country in a few months. Didn't want to get a huge computer + screen and worry about breaking it in the move.

In the meantime I decided to sell the intuos and get the ipad so I had a screen I could draw on for digital work, mostly cause a lot of artists I know had one and really liked it. I decided if I didn't like it I could always sell it in about a year or so when I finally get a cintiq.

Procreate works pretty well, definitely has downsides compared to PS but I've been able to do anything I've wanted with it with minimal issues. Even when I eventually do get a cintiq, I'll likely still use the ipad as part of my work flow - I'll finish rendering and do more heavy lifting in photoshop once an illustration gets to about 60% in procreate.

Overall it's made me more productive because when I get an idea I'll usually start drawing on it right away - whereas with my other intuos tablet I would do the sketch on paper first and get around to it later when I was feeling up to it. That change in how I work has made it worth it alone for me.

If you can afford it / set up the proper workstation for it I'd say cintiq. The ipad is nice but limited in comparison. Procreate and portability are pretty nice, though.

I bought an iPad recently and lemme just say, Procreate is great. But goddamn, I hate this iPad. Any time I try to use it for something else, I end up going back to my android phone just because the experience is so much better. If Procreate released on Android I'd sell my iPad in a heartbeat and buy a Galaxy Tab. I genuinely feel sorry for people who exclusively use iOS devices. I find it absolutely ridiculous that mobile drawing applications didn't take things seriously until the original iPad Pro came along even when we've had Wacom-based Android tablets for years.
