Necessary skills:
>Understand basic facial structure
>Learn to not draw certain lines
(Over drawing can easily make women look old or ugly)
>Accentuate eyes
>Learn to draw hair
>Learn how to use an eraser to add highlights

Study up on how pixel artists choose their palette if you're going for anime-esque stylization. Doodle traditionally with PEN ONLY and don't worry about mistakes if you want to get quick, beginners spend a lot of time agonizing over the little stuff and not knowing when to just finish something.
