Same here. There was a big push in a lot of western art communities on DA and Tumblr around 2010-2015 that basically went "anime bad" and I think that's probably what influenced this artist here.

they are improving in their ability to paint. the shift in how theyre doing the chest ruff is especially noticeable. the old one is chaotic and confusing and "i clearly have no idea how to do this other than draw strings on top of strings". the second one actually has a clear shape theyre trying to block in.

the drawing in the first one is better (they completely fucked the angle on the muzzle in the second, the face and muzzle are at different angles and its broken) but likely they are trying more to focus on painting now. that's usually a natural progression after artists get decent at drawing the characters they want to draw.

the background landscape is part of it too. the next step forward is painting and scenery and you can see the scenery improvements as well. the background is much better defined, they have a better idea of how to make the field slope and look more interesting, the color choice is more natural, they have some idea of how hills actually look in the distance instead of "flat horizon line, done!" like the first.

theyre improving, just not in ways you have any idea of.

Sketchy sketches trick you. If you put down three lines for the curve of the arm, your brain approximates the best one. If you draw the semblance of a tail, your brain fills in the rest. Of course you think it looks good, because you're inadvertently filling the gaps with what you think goes well there. The artist hasn't actually rendered it.
