I wouldn't worry about the specific tools yet. You're not in any place where a fancy tablet or program will improve your work. You are better off right now going back to pen and paper and hitting up some fundamental studies. Read the sticky and start there.

WOW ANON!!! it's very cute!! keep at it! don't worry about your tablet being cheap, theres plenty of great artists who draw on a (small) tablet. Whats important is learning to see the form of objects! And dont trust the guy above me who claims that you need to go back to pen and paper!! A great thing is building up your visual library!!!!

is /ic/ really this unhelpful?

Start doing 1 min full body studies/quickposes with pen and paper. Go to one of the websites that offer this. Do a bunch of them every day. Your figures will stop looking wonky after a while. Don't fuck around with the hands and feet of the figures, draw them properly.

Go to Ctrl+Paint and look at the free videos. They're great. Also look up some YouTube videos on basic perspective.

Start analyzing your favorite artists' drawings and paintings. Why are they so good compared to yours? Start a reference folder and put all cool pictures you find into them. You can lift concepts from them or do studies of them now or later.

Consider bookmarking this page/downloading the pic: http://www.conceptart.org/forums/showthread.php/148355-translation-LINRAN-s-Light-and-Colour-Tutorial-Mini-tut-BIG-download!
You might not understand all of its implications now but it's got good info. The more complete works you do (like the one in OP), the more you will understand what it's telling you.

Do you have a blog/pixiv?

Op got a pretty kind response as far as /ic/ goes. They look like they've put barely any time into learning how to draw and at this point they need to learn the basics. There is literally nothing else to say beyond read the sticky.
