If you want the highest chance of getting a job in 3D animation, use maya
If you do it for fun, you can use either Maya or Blender, but Blender is free. For Blender, learn the hotkeys quickly and only watch tutorials from 2.9+ because they recently redesigned the UI

did this in around half an hour, i will advise you to focus on the big shapes at first taking care of following a curve most of the time, fire is fickle so it can change a lot depending on the wind specially when it gets smaller at the top.
A common mistake that i see you do is drawing the fire like those cheap fires you see in tatoos and trucks, with a lot of points when in reality fire breaks down in a lot of crazy shapes.
Don't worry too much about the little particles you can always come back to do those, the important thing is the big shapes, mostly with FX i go straight ahead except when i do loops, then i need to draw some keyframes.
mess around with the timing too, so that it doesn't feel too mechanical.
Sadly FX are one of the hardest or easiest things to do depending on how your brain works, they rely a lot on feel so there is not much of a tutorial other than fire and smoke go up and water go down.

What software lets you color one frame with the paint bucket and it transfers to the next and previous frames? I'm using Krita and I don't think it can do this, but I've seen it on professional animation software like Retas, and I figure there is something in english that does it too.

Not EXACTLY what you're looking for but it has the same exact function. Blender's 2d animation suite uses materials instead of just colors. What that means is you draw with a material you set the color of and if you decide you dont like the color you can change the material and every drawing that was drawn with that material will change color as well. It's really useful if you want to super quickly change the colors of an animation.

Some other notes

the arm seems to be moving in a linear fashion instead of an arc and arm feels a bit weird. I see some followthrough you added in but it doesnt look natural

Moving up. it looks arms are moving against the flow of the shoulder. The chest/shoulders move back, but the arm is going forward. so you have a weird break down of locomotion or energy.

I see some "popping" in the legs and you can kinda cheat that by ever so slightly stretching the leg or be really attentive to the foot position to minimize the pops

Its a bit hard to tell if she had any side to side movement as the weight shift happens in the passing pose.

I don't see any Rotation in the spine or head. but thats ok, no need to tackle all the aspects of walking in one go. just want to point that out if you ever get to that point.
