Write only in Japanese (preferably you'd actually be fluent, not like the idiot above)
Use Japanese tags that trend every once in a while like "post x and someone will spread it for you" (popular JP artists often use these so follow them and see when a new tag like this is trending, also set trends to Japan)
Do ワンドロs and post in the relevant tags
Try ~~と繋がりたい tags but they're usually just follow for follow and might not actually care about your art
Draw fanart for things only JOPs would know about, the more niche the better (biggest guarantee to get JP attention only)
Pixiv is good for getting followers (and easier) but doesn't translate to Twitter followers. Also, a large proportion of users who aren't artists on there seem to be westerners or Chinese.

desu when I started off NSFW art I was doing this typical shit, young, bouncy, barely legal characters, and you know what? It's fucking boring. Oversaturated, no variation, same old, same old. I want saggy tits and puffy nipps and stretchmarks and veins and bodyhair. It might not be appealing to everybody, but it's way more fun to draw. I think I understand NGMI's subject matter now.
