Why? It's the best place to see:
- If someone has good art;
- If someone is not a mentally unstable SJW;
- If someone is frequently posting art (meaning less chances of burnout mid-project);
- If someone has good work ethic (already posted good examples of commissions, has an organized process to take the requests, etc.)

Unless you are willing to pay industry-level money, Twitter/Instagram are your best bets, and if you ARE paying a lot, then you should probably already have worked with some more seasoned professionals who can recommend you other adequate people for the job.

From an artist's perspective, an individual client (non-company) is as unprofessional as the vision you have of Twitter. So get a grip.
