I see the style you're going for.
The proportions however, if more balanced, would improve it quickly.
What I mean is slightly bigger hands and feet, longer arms, and smaller irises for the eyes.
The large irises make her eyes feel like they're made of glass.

The makeup could use less contrast with the skin, and the cheek area feels like it's going into the eyes.
Basically a nice base for an image is there, but a few tweaks would be a quick noticeable improvement.

I like the atmosphere and the colors.
You went a little crazy with the airbrush.
When you soft shade your main objective is to create a hard and soft balance.
The hair and face are mostly fine, my main gripe is with the edges of the eyes and the neck. the neck really flattens out everything.
The red on the cheek is a bit off, makes her look a bit too much like beef.
In contrast I like the touch of yellow on her undershirt in the edge of the bright tone.
Overall nice stuff.

The expression is kind of cute, but I feel like you aren't really thinking about forms and light sources with your shading, especially on the hair. You're playing it very safe with the shadows, only putting shading in the most obvious areas (like under the chin) instead of thinking about how light would wrap around the form of the object. This creates a flattening effect, which can be visually interesting, but with how detailed the hair is I assume that is not your intention. I think it would help you a lot to try doing a realistic portrait painting study, as that can help you understand how light wraps around the forms of the face.
The hair, as-is, has an issue of being very detailed but not really being rendered well. The current way you have drawn it gives the hair a texture that neither resembles real or stylized hair, and it's grittiness gives it a bit of a grubby look, which I assume you don't want in your cute girl drawing. You also have some issues with lighting and form as well. I think it would help you to start over, and first do simple cel shading with a large round brush just to smoothly lay out where the light and shadows lie. When you're painting, you generally want to go from large brush to small, from large areas of color to details, or else you will get a gritty texture to your shading as you have here. Redoing it with a large brush and thinking about shadows in terms of large areas before adding in details will help in that regards. I'd recommend closely studying your favorite artists to try and emulate the ways they do hair as well.

Regardless of color though your first priority in a painting should be to define the shadows right first and in well enough contrast to carry the piece.
The midsection is the only one that's even close to that. everything else is way too flat. This especially hurts the tits, pussy, face, and legs.
You should also not use stylization that you don't understand. If you can't draw nipples, pussy, and legs in a way that fits anime then you don't understand the style in the first place. you tossed a shadow on the nose like the good ol japs but what's it gonna do if you are just gonna ignore the hair casting shadow?
