One of my big problems with twitter is that so many artists love posting at least 20 pictures of memes/gatcha screenshots/their pets/what they ate for lunch today for every one picture of their art (Asian artists especially guilty of this). I see this less often on Tumblr.

The get over this, I take advantage of Twitter's algorithm that can show you tweets based on what the people you are following liked or who are they following. If a popular artist you like is also being followed by a few of the people you're following, then you usually get to see just the tweets of their art and not their other bullshit.

There is none. I've been using twitter since 2009 and the idea that this will happen is just a boogeyman.
Twitter doesn't have the same issue that tumblr did, nsfw was banned on tumblr mobile by default anyway this whole time to comply with the App Store. The issue was the rampant CP and bots mass spamming and bypassing the nsfw filter (which Tumblr gave absolutely no fucks about and did not care about moderating their site) and that's why they apple pulled the plug.
Twitter is the number one social network on the App Store, it has so many influential people and celebrities using it. No one will bother it because it's simply too huge and they make an effort to stop their bots so spam like that won't be an issue (pretty much every new account has to be confirmed with a mobile number to use it straight away or it gets locked). NSFW accounts are marked as sensitive content too. Apple doesn't care what twitter does and it would have to have the same rampant issues tumblr had to be in any way interested in changing that.
That and tumblr was bought by I think AOL a few years back, those idiots ruin everything they touch so as soon as the sale was made public people had been predicting that it was only a matter of time before they'd do something stupid to fuck up the site.

It's a little on the overzealous side, but overall I was impressed at the stuff it did flag as nsfw.

They might be using image recognition, but if I had to guess they're more likely relying on tags, re-blogs, and likes.
So if you get re-blogged or liked by a porn blog you're likely to get flagged even if you didn't tag your work.
The appeal system also seems automated, I appealed all the posts on my account that got flagged and the flags were removed within minutes.

So basically you're talking out of your ass. Twitter is in much bigger spotlight than a "private" blog platform like tumblr, just based on that fact alone there is SO much more potential controversies, monitoring, and backlashes at it's core. It's a fuckin comedy that it wasn't rid of all nsfw content till now, mostly thanks to the fact that it's primary use is a news source-type of platform, meaning nsfw, muh expression, and weird content being at it's minimum compared to other sites. Also thanks to social media still being uncharted territory due to people migrating from one platform to another in a short period of time, like this tumblr example right here. I don't even draw porn. I'm talking about something that has always existed there as long as I have used it, has never been a point of contention and most likely never will be. You are assuming Tumblr and twitter will function the same way when they actually function completely differently.
Tumblr practically forced people uninterested in these things to see them as the way it worked was that you checked tags (e.g character or series tags) to find content. So what resulted was a bunch of shit smushed together that everyone had to wade through.
Twitter doesn't function like this. Tagging art is not really popular and people basically find new art through RTs or people they follow following them. Which means interests don't tend to overlap so much. Which results in less hostility RE: NSFW like it did on Tumblr.
